A scene of Tranquility, a Sea of Stars so expansive that the Galaxy looked like a portrait of the cosmos. It was here that the the Solar System was located, and the Moon that orbited the third planet from the sun looked Pristine, but oddly sinister as a castle had been located there, and within that Castle, lived the Evil Galactic Emporor; Lord Zedd, Ever since his return to the side of Evil, he had grown slightly less paranoid and had decided to put out the call to all the villains on Earth to Meet here for the Summit, Having Sent a Replicantis Darkar to issue the call to the Villains and Evil Rangers.

Lord Zedd sat in the big chamber, where a long rectangular table was set, the place was well lit but also dusty as though the place had been abandoned for many years along with the castle, and Zedd was situated at the head of the table, apparently thinking as he always did, about his prediction that he had made as a human way back when.

"Looks like a storm will be brewing tonight." Lord Zedd said to himself, as he gazed absent-mindedly at a hologram of the USA, watching the weather patterns. He had been viewing the weather and was bored while he waited for those with evil tendencies to answer the call.

A gold lightening bolt-like streak could be seen falling from the sky at incredible speed, round Mach 06 (2,041.74 m/s; 6,698.62205 ft/s; 4,567.2423 mph; 7,350.264 kph). Once this lightning bolt strikes the ground a 5 foot (1.524 meters) wide, and 1 foot (0.3048 meters) crater is made at the impact site and earthquake-like tremors can be felt throughout the castle.

Once the smoke clears, Achilles could be seen in his morphed and armored form surveying everything around him.

"A storm you say? What kind of storm did you have in mind Lord Zedd?"

Lord Zedd looked up, though he was bored as frack, He could tell that this person was someone he would have missions for. "The kind of storm that spells the destruction of the Power Rangers. state your name so I know whom I am speaking to..." Zedd
said, he clearly wouldn't want to trust anyone unless they completed a task which involved bringing down the power rangers, even if it meant taking them down from within their own ranks.

it had been many long years since he felt his evil power surge, he had taken control of the whole mission to defeat the rangers once and for all from Mesogog the moment he returned to the side of evil, he even took steps to prevent his defeat at the hands of the rangers by fortifying his Z-Staff, and did research alongside Finster and Octoroo on the titan force, eventually creating Titan Gem Replicas and hiding them within his Personal Zord, Serpenterra. He also armed himself with the knowledge of each of the titans and was ready for the chance to see their own powers used against them, he knew that the replica's would be destroyed if they were discovered across the globe, his idea was safer, and it would be years before the titan force could become a threat to his plans.

"Well... who one is... is a constant of the universe independent of the name he is known by. However, I am known by most people who know me as Colonel Jones, United States Army, retired... you can call me Colonel or Jones."
